CHRISTOPHER H. RISING, Chief Administrative Officer and General Councel of Giuliani Security & Safety

Mr. Rising brings more than 24 years of experience in law enforcement, criminal justice, crisis management and government administration to GSS. In his current role, Mr. Rising oversees a wide array of corporate functions related to the firm’s management, legal affairs and strategic development. Mr. Rising has also served as a project manager on a number of the firm’s engagements, including consulting on the security, crisis preparedness and business continuity needs of a major international resort development company; developing business enhancements, training and improved quality strategies for a publicly traded security service company, providing brand protection and anti-counterfeiting strategies and investigative services for a global Fortune 200 retail corporation, and conducting a comprehensive mission review of a federal law enforcement organization, among others.

Prior to joining GSS, Mr. Rising served 20 years with the New York City Police Department, starting as a patrol officer and advancing through the ranks to the executive position of Inspector. Over the course of his NYPD career, Mr. Rising developed a wide range of experience and expertise, serving as a legal advisor, commander, and manager of various NYPD executive, operational, investigative, and public affairs divisions. As the commander of downtown Brooklyn, one of New York City’s largest patrol precincts, Mr. Rising was responsible for the development and implementation of policing and counterterrorism plans for several of Brooklyn’s most sensitive and high-profile infrastructures. Mr. Rising also served as the Commander of the NYPD’s Vice Enforcement Division, where he held city-wide responsibility for investigations involving illegal gambling, human trafficking and the sex trade, and as the Commanding Officer of the NYPD’s Office of Public Information, where he served as the department’s representative to media outlets, responsible for managing all press conferences and media /interaction at all public events and incident scenes, and for coordinating all public statements, announcements and press releases.

As an attorney, Mr. Rising served as Special Counsel to the Police Commissioner, providing legal, managerial, and strategic advice on matters affecting the policy, operation and the administration of the NYPD, including its response to the attacks of September 11, 2001.

Mr. Rising received his Juris Doctorate from St. John’s University School of Law. Mr. Rising also earned a Bachelor of Science Degree in Criminal Justice from St. John’s, and since 2000 has served as an adjunct member of the University’s faculty. Mr. Rising has lectured at various seminars and has appeared as a contributing analyst on CNN.
